I think that "Part of the cycle" depends on if your tank is under 6mo or not. Diatoms are typically caused by increased silicates, typical in a new setup. If your tank is not "new", you likely have a source contributing to the silicates. Those could come from your water supply, salt or...
I think emergency or not depends on whether or not it is stocked with corals. If you have corals at 80ppm nitrate they are not going to be happy for long! On the other hand my FOWLR probably runs that high on an ongoing basis. Many large water changes would definitely help to bring those down.
Those style ballasts are typically very very inefficient and not worth using on your fish tank. You could get away with it and you may find someone willing to use it over a frag tank, but I don't see it being worth more than 75$.
82* is fine for our reefs and the TYPICAL animals that we keep. Seahorses are ... a horse of a different color! They need temps in the mid-70s. So if you target feed daily, and keep the other bioload low and have areas of low flow for them and plenty of stick like things for them to hang out...

There is something about the system that melts Rics. That's why I assumed it must be low nutrient related. Up until recently we have fed notoriously little to our tank. We've been feeding like MAD lately, so it would be interesting to see if they did better now.
It might be a mystery to you... but there's something real affecting the rics. How's your Magnesium?
We've never been able to keep rics. We don't even try anymore.
It seems like they haven't been growing (there should be more of them by now if you've had it for a while). Do you feed the tank heavily? Really light? Skimmer? Sounds like it is starving to death. Either lack of light or lack of nutrients in the water.
20PPM is VERY HIGH for nitrates on a coral tank. If your Ca is high you don't want to add a Ca reactor. That will only make the matter worse. And that's probably what's driving down your alk. You need to do for those in a balanced way so that you keep the numbers in synch.
You're a long way off...
With the larger tank, I would think you'd want more area on the bottom for storing equipment. Unless you're planning on going through the floor I'd want to see the entire underside enclosed. Besides, that's not really an effective place for pictures. Can you leave a void above the light "box"...
