Might be a flow issue, as in there is not enough flow or it is not in a place where it is moving things around. If fish food and detritus settle on the rocks, you will get algae growth in those areas.

Are you sure it is hair algae? A picture would help.

Bryopsis was also a thought of mine and I agree pics would help.
 
Water change schedule is important. I have recently started having some problems myself after two years of zero algae in the tank. I believe completely due to my lazy butt not doing proper water changes. With a recent improvement of that and doing my turkey baster blasting I have seen some areas of improvement. If you can do massive water changes in a short time you can really decrease the nutrients in your tank and starve the HA out.

if it's bryopsis then water changes will only prolong the issue, you'll have to raise the MAG with Tech M. Buy 2 gallons at least for a 90 gallon tank. But i'm getting ahead of myself.
