Low Nitrate Problem?

I have had a continues problem on having low nitrate levels. They have been anywhere from 1-4 ppm and i can not get them any higher. I was using my skimmer on and off a few hours a day for a long time then i took it off line complementary about 3 months ago. I don't really do water changes. I only

I have been dosing stump remover every day for a few weeks and i have been seeing an improvement in my softies but my nitrates are only around 2-3 ppm.

Since i added my 120g to my system my total water volume is about 425g

Has anyone else had a problem like this before?

I had a similar problem but my nitrates were zero I dosed stump remover for a while and then I stopped and started using Reef roids every other day and that worked out well for me still tested zero or near zero. But the reef roids made up for the lack of nitrates
