Setting up a nano.

My friend who previously had a 10 gallon nano would like to get back into the hobby. He wants to set something up in between 4-8 gallons. What are the options for filtration and lighting? He wants to keep everything under 100 if possible.
 
What's going to be the footprint of the tank? There's an 8 gallon Nano on Craigslist for sale (maybe biocube) that would be all self contained and with a good water change schedule, would be adequate enough for most softies and some lps.

$100 is really tight. A heater alone will run $25-30 and you still have an empty tank!

I think Craigslist for a used bio/nano cube 8 or 14g is going to be your best bet.

Just picked this up $100 tank plus sand and a heater and thermometer my total was $150. It is an aqueon 8g.
