do test kits go bad after a year? i have a bunch of test kits from when my tank was set up and i'm wondering if i should toss them and get new ones for when i set up the tank again?

Once they have been opened, they go downhill fast. The expiration date on most kits is only valid for unopened bottles of reagents.

Depends on the reagents in the test kit. You could always save them as a backup or to verify your current kit.
