I lOOOOve the T5's so far... Way brighter than I had imagined, and the corals seem to like them too! So far I only have a 2 bulb setup running. I plan to upgrade eventually.
You can also try and slow down the flow. I have the same setup with my fuge, I just have the strainer threaded directly into the bulkhead though, no elbow. If I crank the flow it is very noisy, but when I cut it back, it's silent.

You can try TAP PLASTICS for acrylic sheets, they are little expensive. There is a place on E-Bay called FRIGO DESIGN that has scrap pieces of acrylic. You can get acrylic in 1/8"

I don't know if I would worry about the water coming close to the top, as long as it's not coming out of the tank...why worry? But if it's just piece of mind you can throttle back the pump using a ball valve.
Or you could t-off of your return and run it directly into your sump and put...

I'm not sure you can use any kind of paint on the inside of the tank. Maybe you could cut some acrylic to the size of the overflows and silicone it on to them.
I get mine from Aquatic Obsessions...which is pretty far from you. I think that Trop and ILC carry it.
