Second vote here for chiton...though it is hard to tell based on your pic.
Chitons are extremely slow growing and they are usually found under the sandbed/LR. I've seen them come up at night on the glass or LR to eat. Great hitchhiking part of the cleanup crew.
it sounds like the acumulated proteins on the surface of your water are not breaking up via a skimmer or overflow. you need to consider adding another pump and aiming it at the surface to break it up. Or just do more frequent water changes targeting the surface.
i forgot to mention if you don't have the room and you need a pump in-sump - then you could use an mag12. With head loss it won't push the full 1200 gph your overflows can handle - but i'm not a fan of maximizing flow via the sump anyway. Just realize that I've found mags to generate some heat...

if you have the room, a pressure rated pump like the tarpon would work - but it's BIG...you could probably use it as a manifold for other equipment.

i'm not an expert on algae but i always thought the bubble stuff was metallic/green kinda. Anyways i agree with redfish. From my experience, i would just do a water change, then before dumping the old water out, take the LR out and then scrape the offending algae off. Use the old water to swish...

well there's always the good ole' standby of setting up a fan in the cabinet blowing across the sump.
The evap will be higher but it will help maintain the temp.
Another idea is to utilize T5 lighting instead of MH. I'd suggest LEDs but these days who knows what's going on with that.
