Red Sea max 250 skimmer pump question

My skimmer makes a ton of noise. Tank is second hand so I do not know what may have been done to the pump.

My question is. Does the pinwheel have a red rubber spacer cushion at the bottom AND top???

Mine only has one for the bottom, but really appears to be missing one at the top. Pictures to follow...
