pluck it off the rock and improve flow to that are to prevent it from returning

Try blowing it off the rock, if it doesn't move it could be black sponge if it blows off it's cyano and add more flow.

I actually had this in my tank at one time.. I cut it open with some plastic and then picked it off the rock under the water.. when I had it good an open I used a turkey baster and blew the water at it really fast. It basically disintegrated and I plucked off the larger pieces. Thing about it was this: it was in a really high flow high light area at the time.

I actually thought I was going to release spores or something in the tank when I cut it open, but it has not returned.

Same here it's in a relatively high flow area it's only a 1.5 pico with an AC 20 Filter hard to have any dead spots ;D and pl;enty of light .
