I had this problem when I used a good amount of epoxy to hold some rocks together. I removed the skimmate cup and let it drain back into the sump.....24 hours later it was still doing it. The only thing that helped it subside was water changes and carbon.

I was just having the same problem with my dog yesterday. I would open the door, she would walk out the door and turn around and come right back in. The way i look at it is.....if shes not going in the house I don't mind.
