Definitely a piece of vinyl on the return pump will help damper the vibration and noise. You can also add a small piece of medium grade sponge for underneath the return pump for some extra support.

If it's not detached, but if hes got a foot hold on your rack leave em as you could tear his foot.

If you move him, he could move again until he finds a sweet spot in your tank. For now leave him, if hes detached, move to an ideal area and see where he goes
