Your overflow determines the size of your return pump. I have a 90 gallon with a 1500 gph overflow, and for years used a MAG 9.5. MAGs aren't good pressure pumps and the 9.5 would most likely work with a 700 gph overflow. If flow was too high you could always put a valve in line or tee off...
You can try putting a "pod motel" into the 40 for a couple days and see how many move in. What has worked very good for me as a pod motel is what I call a bath scrunchy.....looks like this and cost a couple bucks.
Maybe putting some flake food in the scrunchy to see if it helps draw in...

Now seeing this picture, here's my guess....your O-rings are just fine. I think your mating surfaces of the union aren't sitting flush. The reason is all that rigid pipe AND what appears to be a metal strap/clamp just below the valve. This clamp could be torquing the alignment of the union...
