Since it's already been a month, I would go ahead & lower the copper down to zero. Perhaps the copper is messing with the fish's scales.

Maracyn or API Erythromycin is what you want to try first. In some rare cases, Minocycline (Maracyn 2) can help with eye infections and can be safely dosed in conjunction with Maracyn for good measure.
It looks like just an eye injury (which will hopefully self-correct).
You would only need erythromycin if it starts getting infected (turns cloudy). API Erythromycin or Maracyn contains erythromycin.
For those who prophylactically treat with copper for ich & velvet in QT, it's an age old question: Do I treat with copper immediately or wait until the fish begins eating? Both options have solid arguments in their favor. Copper can suppress appetite, so it's a good idea to let a finicky eater...
IME; Ctenochaetus Tangs do a better job of grazing on rocks than Zebrasoma. The Two Spot Bristletooth Tang is very underrated, and isn't as aggressive as a Kole or Tomini.
