GlassHoles is a good source for determining what size hole bit you need for a given size bulkhead. (Unfortunately the bits seem to be sized in mm and not inches.) Note also that you shouldn't under size a bulkhead. I've seen GPH charts for bulkhead sizes. (But I can't point you at one.)

You might be better off getting a single stage Ranco controller. Not sure what you're looking at, but if it isn't a Ranco, it isn't as bulletproof. (Note that some controllers on the market are just re-packaged Rancos.) Check eBay for them, but note that some new models require you to wire...
