Is the skimmer also brand new? They take a while to build up a slime coat to skim properly so the more time the better. Most people if you go through the tale of the tank thread do run one during cycling. It may help reduce in some large algae outbreaks.

You might want to look into getting two powerheads, that way you can go any route you want. We have 2 korlia #2s and love them on our 30g cube.

How is the little guy doing? I have raised baby birds (wild and captive-bred) successfully using Zupreem (Embrace) and Lafbers (Nutri-Start) formulas made specifically for them, fed with a syringe.
