Prime 13 in Point Pleasant. New steakhouse that just opened a few months ago that is mind blowingly good. We have eaten there several times and it has all been amazing.

Yes you want to setup the tank, move all the sand and rock you are going to use and then add the bacteria. You want to add something alive to the tank shortly (within 24-48 hours) after adding the bacteria as the bacteria will die if there is not waste in the tank. Cleanup crew or a fish or...

I would throw in an instant cycle product just to be safe. The 20L probably had enough beneficial bacteria to handle the 20g but is it enought to handle all the new volume? I would take an extra step.
