I'm confused.. are you thinking the seller is being shady? Facebook doesn't allow the selling of "live" animals so you either have to put "Fake" or in this case "plastic" decorations which is why its listed that way. I don't think they were trying to get over on anyone just getting by the FB...

Yeah I have been looking at some of the online vendors recently and seems like even the lower end corals are incredibly high priced recently. It also seems difficult to find people to buy from locally/trade with. It's a bit dead at the moment.

Definitely not bubble algae but it could be dinos or cyano. Does it tend to be less noticable at night time? If it's cyano you can increase the flow in the area and oxygenation. Chemiclean works great too. Dinos I've had great luck with 4 or 5 day black out and raising nutrients. Also uv...
