Dosing manually is probably the best way to get your feet wet. BRS makes it incredibly easy with their 2 part system, and as long as you are measuring correctly it is really tough to do something incredibly wrong at first. Once you get comfortable with that, then you can get the dosing pumps...

I cfl 6.5 bulb is not designed to grow coral. I am not surprised it is reacting negatively. You should look into getting the light fixed/replaced. In the mean time, you can move the coral up closer to the good remaining light or run a longer photo period with that light.
Are you looking for real live rock or the fake stuff? Real stuff you can probably get from fellow reefers for much better prices than from an LFS (Become a member today!). I am using 90% fake rock from AO for my new build and got some amazing brank rock from Trop.

For our sand beds we have always found nassarius snails to be the best at keeping a clean sand bed. If you can get the large chestnut ones even better. We have not had luck with conches either, but nassarius snails have always been our choice.
