Here's the bottom line.....ask your inspector. Since drilling headers is not in the code (wasn't when I read it), it's at the whim of the inspector. I would guess that most inspectors would go with joist code as far as notching and drilling....but again, that is up to how that individual...
Just so we are talking off the same sheet of music.....a header is the support above a door or window.....typically two 2 x 6's (could be 2 x 8's or even 2 x 10's) and a piece of 1/2 inch ply. Might I assume you have no room above the header and top plate? Or why not go to the right or left...

Most bottom glass is tempered.....but very easy to check. Use a phone, tablet, laptop with a white screen. Put this device in the tank. Using polarized sunglasses, look at the screen and turn it until it goes black. If it is totally black, it's not tempered. If you see blotchy white...
This Iwaki is a choice on RC's Head Loss Calculator. You will at least get an idea. My suggestion would be to run the widest pipe you could fit/handle. The larger the diameter of the pipe, the less friction.

It looks like I can still purchase the original Italian MJ's .....but now under the name of Cobalt.....and a bit more expensive. But I'm worth it....and so are these originals! Curse the new Chinese MJ's.

The original die-hard MJ's were made in Italy. These pumps are legends.....used in many different applications.....and had an excellent track record.
The new versions are made in China and do not have a good track record. Oh crap...
