Agreed but he already has the 30 in the house. So like the rest of us with a bunch of equipment laying around he is trying to put it to use. In nano tanks I have seen guys use a sponge holder for cheato, is it the best solution no probably not but I think every bit helps.

Good plan on the rock and bio-speria. But hold your horses on the coral. Planning prevents piss poor performance. Tell us what fish you plan on having, what kind of corals, and what lights you have. One florescent light will not support most corals. Patience Grasshopper

If you can yes, create the stable environment and then add the corals. The bacteria colonies should build up as you add additional fish.

I think if you have any SPS they should be closer to the top generally speaking. Try to decide what you want to do so you have a plan before you proceed. Mixed reef with SPS has different requirements then without SPS ect. You might want to increase the amount of LR before you start adding things.

I agree with both of the last two comments. The best example I can think of is Bonaire, they have created a good economy by protecting what nature gave them. Divers really appreciate what they have so it is win win.
