Whenever you add fresh water to live rock or live sand it ceases to be live anymore. Your rock needs to be recycled and I would hold off on the sand until you get some saltwater into your tank if you want to keep it live. If you can run your RODI right into the tank and just fill it up, then add your salt mix and turn the pumps on. Voila, salt water. Then you can add the sand and rocks and cycle from there.

This is what I was going to suggest as well if you are starting with all dead.

I set my rockscape, added sand since I used dry, the just filled with rodi. When it was I turned on the main pump and added salt a little at a time to the sump till it was where I wanted.

Here is what mnat is suggesting.....your rock is dead....it needs to be cured/recycled. Set up your rock work in the tank the way you want it, fill it with water and mix your salt in with the water in the tank. Adjust to final SG, put in a heater and a little circulation and then sit back and wait a month or so until the rock has cycled. At this point you can put in your live sand.

You can put in the live sand with minimal sand storm by using a pipe and funnel. Cut a piece of pipe a little longer then the depth of the tank (I use 1 1/2 pipe). Put the pipe in the tank, all the way to the bottom. Put a funnel in the top of the pipe and fill with sand. Slightly lift the pipe to start to distribute the sand. Repeat until done.
