I believe you are correct. It most likely is the ballast.

However, the reply from Icecap makes sense. Swap the bulbs and see if the problem follows the bulb, or stays with the ballast. Then you'll know for sure.

Over the years, I've had problems with bulbs and with ballasts, so you just never know for sure.
