My girlfriend purchased a prewired t5 retro w/ 660 ballast from Ice Cap during the swap. She wants to be able to isolate the actinics from the daylights. I know I can add a on/off switch to the wires going to the actinics but is there a way that I can somehow get this on a timer? The retro only has one plug so its either the whole fixture on or off

You can not do that
The IceCap 660 Ballast is meant to run in a continuous loop if you put a switch you will break the circuit and the other bulbs will not work
To do what you want you will need another Ballast
