lights for non coral tank

I'm setting up a tank for macro algae, shrimp, and maybe a few gobies, no corals. I'm just wondering what type of cheap lighting would work for this, do I want MH / T5 or can I do something cheaper? Also I'm assuming I don't need an incredible amount of flow? It's a 10 gallon triangle tank AIO so it will have a maxi-jet 1200 for the return pump and I may throw in a K1. I'm trying to keep the lighting cheap as possible since it's for a contest over on nano-reef.com and it's got a $350 budget for the whole shabang. I've never tried a fish, invert, macro only type SW tank.
 
You could probably do PC even if you want to go cheap. Really don't need MH or even T5. I would say whatever fits inside the hood you will have to make would be what to use. Would use a blue bulb type spectrum and a 6500 bulb if you have two bulbs as will give your fish a nice pop color wise and the 6500 will be good for the macro. Heck you could do a screw in bulb for the macro and one small blue bulb for color. Sounds like a fun project.
