Double ended with Magnetic Ballests are supposed to be really good.
I've never used SE. They are less expensive and you don't have to use a UV shield/glass cover.
I think it's personal opinion. I like 250w HQI w/ magnetic ballasts, which I hear is equal to having a 400w single ended bulb.

so if i want to use a mogul type metal halides i have to use a uv shield?
No. Mogul are Single Ended. HQI are double ended.
so which one do i have to use a uv shield on?

Read up on articles by Sanjay Joshi on this. The DE bulbs are slightly more efficient but after you add a UV shield to it, the PAR value is similar to SE bulbs. In addition, if you use an HQI ballast, they tend to OVERDRIVE the DE bulbs. So they definetly burn can brighter but burn out quicker.
