By the time you install the bulkheads and the pipe and leave enough glass between the top of the bulkhead and the top of the tsnk your water waterline will be very low. Which is not very pleasing to the eye in my opinion. Also that slot will not effectively skim the surface of the water. Most likely you'll end up with oily slicks on the water surface unless its agitated enough to break them up. That was the inspiration for the coast to coast overflow; to skim a very thin layer of water from the largest possible area. Since protiens, dust and other nasties tend to collect on the surface of the water.
On my next tank I will have the internal skimmer box extend as far as possible across the tank. Or possibly have several skimmer boxes with gaps between them to allow for return piping. The skimmer box only needs to be 4-6" tall and just deep enough to get your hand in there to clean it out.
