Water storage container help

So I purchased 2 of the 35gallon barrels over a month ago and have been cycling RODI water through them on a weekly base now. When I first got them plumbed I leak tested the plumbing with tap water/venigar for a few days. The water still has a "chemical/plastic" smell, and the TDS is 0.5-0.8 but testing it out of the filter line it is 0.00.
I've been filling both containers with rodi and letting the pump cycle a few days before trying and rechecking.

Is it safe to use?
If not any ideas on what I need to do to make it usable?

Are you keeping the containers covered or open? Is the pump new it was it used for something else in the past? What are you using to measure the tds coming out of the unit and what are you using to measure the water in the barrel?

-Containers are sealed.
-Pump is used but was throughly cleaned, cycled a 1:1 vinegar/water solution before being atached.
-The rodi has input/output built in TDS monitor and I have a calibrated digital hand held TDS meter.

Is it possible that the inline meter isn't as sensitive as the handheld? I can't say I have ever seen an inline meter that reads thousandths or hundredths for that matter.

The inline does tenths, my hand held does hundredths.
I've double checked the inline reading and it also reads 0.00 on my hand held straight out of the line but once it goes into the container it'll go up to 0.8-1.7 then it has a plastic/chemical like smell. I just hope it's not leaching anything I rand another 15 gallons of vinegarwith 15 gallons of DI through it.
Hopefully it doesn't nuke my tanks.

If its reading 0 on both coming out of your RO/DI unit but reading 0.8-1.7 is sounds (as it seem you already know) something along the line of your container/piping) Have you tried filling one container and taking a reading (without pumping the water around the system)? It might help pinpoint where the issue might be.
