That makes sense, it looked like the tail of a shrimp to me. I would say xenia is a good bet, esp if its pulsing.

do i just leave it there, will it eventually attach to a piece of the crushed coral like that and grow or is it too far cut to grow?
 
I have had them disolve then grow back then disappear again. Just give it a shot by leaving it there it is not going to hurt anything.
