I have a 250 over my 30 gallon and it is more than enough light, your tank is 6" deeper and 6" wider front to back. With the right reflector you should be OK. You need UV protection on DE bulbs, Se bulbs have it built into the Glass of the bulb itself.
Whenever I diagnose before defragging it tells me it's not necessary, but i do it anyway, so i don't think I need to do it more often. I thought I said this before, but I don't see it, I defrag and run a full error check biweekly.
I also have the latest patches for PSP11.

This pic might help. The Green arrow is the level of the tank, the Orange arrow is the level in the OFB. You should make sure your tank is topped off when you make your adjustment, otherwise it might not get enough flow through the OFB after evaporation. In this pic the water level is right...
Is the water level in your overflow a bit lower than the level in the tank? If not I have noticed that the surface water will not or barely be pulled into the box. If this is the case try raisng your overflow a little bit at a time until the level in it is about 1/8" below that of the tank.
