You can use a sponge filter, just make sure it is a new one and not one seeded with bacteria. Antibiotics kill bacteria and they don't differentiate between good and bad. Any fish in a hospital tank is already stressed enough, you don't want to add to that with poor water quality.
Hate to disagree but you should never used cycled media in a hospital tank or any other type of bacterial starter. Hospital tanks are meant for medicating fish and if any antibiotics are used they will kill of your bio-filter along with the bacterial infection. You will need to do 50% daily...

No license or permit is needed to collect. I just use my seines and some fine mesh dip nets near the grass beds in shallow waters. I am usually in the waters on most weekends in the summer time.
The one big thing you guys need to be aware when collecting native species of fish/inverts from our waters, they are temperate species and keeping them at the elevated reef tank temperatures greatly reduces their lifespan and puts them at a higher risk for bacterial infections.

Before you trash it make up a small batch and test that. It may not be your container but rather the salt mix itself. If that's the case then dumping the 25g and making more with the same salt will yield the same test results.
I would suggest making up a small batch of new SW in a separate bucket and test that. If there are nitrates and phosphates present hen more than likely it is coming form your salt mix. If the tests read 0, then it could be coming from the larger container you are mixing your water in.

Just because you are getting those readings does not mean they aren't present. The HA is most likely consuming them before you can test for them therefore you will get low or 0 readings.
