Also if you know Randy's setup you'll know he doesn't use a pump but manually stirs things up BUT he does keep his kalk bucket tightly covered.
In the same article (if it's the one I think it is) you'll see the degradation of keeping the kalk exposed to air...
If it were me I'd take the end cap apart and rewire it back up. It's a 5 minute job. If it's still not working you could try and switch two of the end caps and see if the problem follows the one end cap. If so you've found the problem.

If possible try feeding the tank heavier so the angel isn't hungry. That helps a lot.

You could use tap water if you have to BUT you don't want to use salt water as it doesn't mix well.

I think it depends on what you are going to grow in the fuge. If you are simply going to have cheato then I'd skip a substrate altogether and make it easy to siphon the bottom.

If the top of your water doesn't ripple try adjusting a powerhead to cause the ripples. This will help with the air exchange which should help the pH rise a bit.
You might have adversely affected this with the adjustment to the hydor 3.
