You could buy an ammeter/voltmeter from walmart and find out where your electrical connecetion is failing (or not outputting the required amps/volts).

I assume you would have measured from glass surface to glass surface, which just by itself is an incorrect way to get to the tank capacity (since we have not accounted for glass thickness). I would suggest not to sweat it, since it might not a big deal on a tank that big.
