I almost think now that I have some stability adding fish back to early will not only potentially not address ich but introduce more instability in n03 and p04 which I think is a primary issue.

Stability problems were a combination of mechanical and human error.

Not piling on but do you have the same corals in both tanks? Same size tanks? Excluding the membrane the filters and resin are pretty inexpensive. Up to you but you can then eliminate another factor.

Membrane is probably fine. Change other filters and resin. How much blue resin is left from top? If less than two inches you are in danger.
