One thing to considers is that the PE mysis is a freshwater species of mysis shrimp. While the fish love it, FW organisms lack the fatty acids that SW animals require. It is a nice addition to their diet...
No you shouldn't thaw and refreeze frozen foods. It causes them to break down rapidly and increases bacterial growth in the foods. Once thawed you need to either feed it out or throw it away.
I have and orange and a black perc in a 29 gallon tank. The orange was added first and the black about 6 months later. If you add them that way be sure the second one is smaller than the original one. If you add them together try getting them the same size.
Percs are percs regardless of colour...
The black sand isn't as cool as you would think. Yes it does look cool at first but after a while it shows the detritus a LOT. It will never really look clean. Not to mention that the black sand will absorb all the light that hits it where as the white will reflect the light back into the tank...
There are no laws governing their sale as there are no permits needed to collect them nor are there any restrictions on them. If there were a closed season and size limit then yes you would need a commercial permit to sell them.
An Aqua C Remora with a Mag 12? I'd love to see that. My Remora runs on a Maxijet 1200 and my Remora Pro on a Mag 3. I can't imagine how much water blows out that skimmer set up.
There is no easier way than what has already been given to you. Using Panacur, the puppy dewormer, is a method that as been used for a long time and is very effective.
I can almost guarantee you that all wild caught seahorses carry worms. Just because you don't see them doesn't mean anything...
That size sump will hold 25 gallons if ya fill it to the top. In all fairness I'd say you'll have about 13 or so gallons in there while it is running.
As for the right size sump, go for the largest size you can fit inside the stand. You can never really have too big of a sump.
Just be aware that you need a license to use a seine over 50ft in NJ waters.
I was gonna head up to Shark river this weekend but mother nature ruined those plans. I would definitely be up for another diving/collecting trip. I haven't gotten wet in 2 weeks and I'm starting to have withdrawals.
Actually you can bleach live rock with no ill effects. Just have to make sure you use some dechlorinator afterward or let it dry in the sun for a day or so. I bleach rock all the time and re use it.

As for the live foods and parasites, they are non-issues when you buy healthy captive bred specimens. They are major issues when dealing with wild caught horses though.
