You don't mention what model you have, but regardless, I am bothered by this comment, "air intakes are mostly blocked," not knowing exactly what you mean. Any skimmer I've ever had, whether a becketted skimmer or cone skimmer, I've always set the air intake wide open, and adjusted the water...

With great caution!!!! If they are males, World War 3, to the death. I don't think your tank is large enough to allow hiding until they have the chance to flip to female.
RC has higher alk and calc....and vitamins, not to mention that it leaves that brown/gray deposit in your mixing bucket. No idea what "vitamins" do for your tank. And if you shop at Sea Level Aquarium, there's only a ten dollar difference between the 200 gallon boxes of IO versus RC....$35...

Naturally occurring phosphates within the various fish/mollusks is not the issue. Dr. Randy wrote up a nice little paper about this HERE.
Where there is an issue is the store applying sodium tripolyphosphate to preserve the raw fish/mollusk and make them appear shiny...

What nitrate kit are you using and how old? I'd have an LFS or a reefer friend test your nitrates with their kit. I can't see how you could have phosphates that high with zero nitrates. They are kissing-cousins and go hand in hand with nitrates typically considerably higher than phosphates.

I collect my waste water in a 55 gallon drum that has a MAG 18 in it and use the water for the washing machine (top loader = water hog).
You're fine using it in the FW tank....you have approximately 25-30% increase in TDS, and that shouldn't be an issue in New Jersey....typical raw water TDS...
