I remember trying these when I tried my first saltwater tank and feeling like they were not very easy to read nor consistent. My thinking was similar to what you mention in that I've always used these for freshwater tanks and found them better than the freshwater kits for the ease and accuracy...
My understanding is that if the color from the top view is over 10 then you stick to the top view. If it is under 10 from the top view, then you use the side color to get a more accurate number. So by that logic the 25 is the result. But definitely try another kit to be sure.

I think their overview was just about what could be expected. At the end of the day they provided some useful numbers and spectrum readings to compare these boxes but obviously at the end they would push the narrative to buy the higher end lights for the longevity...
