I really don't think it's a matter of surface agitation or flow. I think because the overflow isn't skimming the stuff from the surface. I wish I was closer to you, it sounds as though someone coming to check out the setup might really help.

I think Anthony (thirty5) hit the nail on the head. The surface gunk is usually skimmed off by the overflow. The worst case scenario is what I had to do in my 30g tank. They make surace skimmers that you run off of a powerhead that will get rid of it if there's no way the overflows will. This...
