i'm not an expert on algae but i always thought the bubble stuff was metallic/green kinda. Anyways i agree with redfish. From my experience, i would just do a water change, then before dumping the old water out, take the LR out and then scrape the offending algae off. Use the old water to swish...

the only thing i'm not sure about is the snowflake eel in a 30g...considering they grow to about 30". :) I guess a small one would work.

well there's always the good ole' standby of setting up a fan in the cabinet blowing across the sump.
The evap will be higher but it will help maintain the temp.
Another idea is to utilize T5 lighting instead of MH. I'd suggest LEDs but these days who knows what's going on with that.

only reason to run them separate is to start them a little earlier than the whites - to give the fish a chance to adjust. If you have lunars then it's not as important at night but similarly you could run the actinics an extra 30 minutes before switching to lunars.
