For the garlic, go to the supermarket and get the McCormack's garlic juice. It is in the spice aisle. 100% garlic juice and costs about 1/4 of what you will pay at the LFS plus you'll get about 3x as much.
Not a citron, that is a yellow clown. A lot of times they are collected using cyanide as they are difficult to catch. The live mainly in and around SPS corals so catching them is difficult.
Cyanide caught fish have a near zero survival rate.

The sand sifting star will most likely starve in such a new tank. They need a mature sand bed to feed from. You can try supplementing him with some frozen foods but this rarely works.

These only eat flatworms and will slowly starve to death once the flatworm population is gone. IMHO, not a wise investment unless you have a large sustainable population of flatworms.
The tank may be "cycled" already but I doubt it could handle the bioload of many fish at this point. I would feed the tank what you would normally feed with fish in it and then check your readings in a few hours and see what you get. If you have any signs of ammonia then the tank is not ready...

It's more than you'll want in your system. It's not just the ammonia, it's the ciliates, bacteria, empty shells, hydroids and other stuff that tags along on brine eggs.
Please don't waste your money. They are designed for freshwater use, not saltwater.
Brine hatching water is so full of ammonia, bacteria and tons of other nasties. It will be a nightmare for your water quality when it enters your system.
