Lowering the heater temp will not bring down the tank temp. If the return pump is keeping the water warmer than the heater is set for, the thermostat in the heater shouldn't allow it to turn on.

Not to over shadow Merv, but a natural alternative is to keep dragonfaced pipefish in your reef or acro QT tank. Dragonfaced are a natural predator of acro red bugs.

Most likely they are nassarius obsoletus. I have them in all my tanks. They don't really survive long in tanks above 78- 80 degrees.
They are detrius eaters so don't really expect them to do much for algae control.
