I would get new bulkheads for a deepblue tank. The ones the come with are very cheap and I have seen more than one break. With how cheap bulkheads are I would get different ones just for peace of mind.

Put your finger in the valve as you are moving the dial. If the piece in there is moving up you are opening the valve if down you are closing it. Open it all the way let it sit for a little while and slowly adjust from there. Wait a bit between adjustments
You want to open the gate valve to lower the water level. I believe the gate valves on the octopus skimmers are labeled on (closed) and off (open). I'll have to check mine when I get home but I'm pretty sure that's how it is.
I would shop around a bit. Seems pretty high to me. I know a 4'x8' sheet of 1/4 inch is a little less than $200. Try calling everything plastic and off shore glass and plastic. For reference I paid $37 for 4 sq feet of 1/4" for my sump.
