welcome to njrc! If money were not an issue - I'd get a third tank. ;) If I had to choose, I'd keep the FOWLR tank because those guys deserve a nice big home - like a 150. While the 55 is difficult to aquascape because of the shallow front-to-back depth, I've seen some really nice tanks set...

hermodice carunculata is from the atlantic so it's possible that is the culprit if albie has gulf of mexico LR or purchased LR from someone else who had LR from that area. Hard to tell from the pic - and I am not an expert at all...you'll need to put some water in there and get a close up shot...

I didn't think mixing clown species was a good idea unless the tank was big - at 150 I think yours qualifies as "big". Between the perculas vs Premnas biaculeatus, I'd add the percs first. With regards to the anthias - no exp so I'm hoping someone else can comment. Sorry about your losses...
