It is a species of grouper which means they are reef safe as the don't go after coral but they can eat smaller fish. Malulu has one in his tank, they are spectacular fish but they are cryptic.
Algae on zoas can keep them from opening. A dip followed by a light scrub with a toothbrush or a q tip would help. Generally if they are getting algae issues on them it is from lack of flow.
How old was the bulb you swapped out, was it also a 14k pheonix? Light shock can keep palys closed like that. Flow is also important, but it does not sound like that changed. It could be a pest, but if you have not added anything new you might be able to rule that out. I would move them down...
I love that fish so much, just don't have a tank for him to hang out in until I got him over to frozen food. Have you tried enticing him with live SPS just to get some meat on his bones?

Tunze still makes one heck of a pump but they have a big foot print. Take a look at a vortech mp10, they are amazing pumps, have almost no foot print in the tank, you can adjust the flow in many different ways, and they have a built in wavemaker so you don't have to go crazy getting different...
We have a bunch of extra rock kicking around right now, all different sizes shapes and covered with organisms (some bad) that you can have. We live in 08742, might be a bit of a drive but it is up to you.
