Is it A RR tank? Maybe the Durso is a little clogged?

Could also be that your return pump isn't large enough to help move the water through the overflow.

Dissolved Organic Compounds Yes, A surface skimmer is an overflow box or anything that will pull the water directly off the surface of the tank. I am assuming you are running a Hang On Skimmer then? If you have a fluval or an Aqua Clear filter running on the tank, you can buy a surface...

I'm not sure what kind of film that is, usually a film at the water surface looks more like "dust" I would try agitating the water surface a little more with either a powerhead or more aggresive surface skimming. What kind of filtration are you using?
