Generally in a tank that size the return pump is all you need. The only powerhead that would really fit in there without taking up the whole tank is an mp10 which would probably be overkill and not within reason.

Depending on how fine you want your sand, you have options. We use Carib Sea live sand fiji pink and it looks nice but does not really get kicked up unless you aim a powerhead at it. This is with an mp60 running right now.
