Do you have any pics? Did you introduce anything new into the tank recently? Do you do any dips on your corals when you add them? How has the heat level in your tank been?

With inverts drip acclimation is key as they are very sensitive to water changes. Drip acclimation happens to be very easy though, so it is not a big deal. I would go with the conch if you can, cucumber have been know to crash a tank if they become stressed/die. Unfortunetly the only invert that...

Your fish will look very stressed or would be dead depending on the species. Your corals (if you have them) would also suffer and your inverts would be dead. That is why I doubted you had that high of a level if everything was still alive.
What sort of filtration do you have for the tank? Live rock acts as a great filtration system so that will probably help, and then a protein skimmer would really help. Have you tested for nitrates?
What most people do in their QT is throw in some PVC pipe or coffee mugs to give the fish some hiding spots to swim around in. Not quite sure what the green stalks are but the rest of it is hair algae. I good way to get rid of it is just pull the rock out, put it in a seperate bucket and scrub...
You might really really want to look into start using some RODI water. There is something in your tap water that is causing the algae outbreak. If you want to keep on using tap water, get a phosban reactor or chemipure or phosban to pull out the phosphates.
