You can also try soaking the food in Selcon as well. My PBT had ick a month or so ago, It wasn't scratching either. I soaked the food in Selcon for about a week and it went away. None of the other fish in the tank were showing any signs of ick. But there was no questions that the tang had it.

I'm not sure how crazy you want to get. But you could look into the ReefloDart Pump. If you put a ball valve on it you could throttle it back a bit. I have one of these, it really is a quiet pump...
