Could be hiding, I know your rockwork is more open than mine but I have "lost" critters for months. Had a peppermint shrimp that I literally didn't see for 6 months then one day I was looking and sudden he came back. A fish is more likely to only stay hidden for a day or two but don't give up...

I have not found it to be a bully but .... I have a lot of rock/sand/ and generally places to hide. Had a mystery wrasse similar characteristics.

6 line wrasse is cheap and mine stays low not as much of a jumper. Blennies and gobbies have character too.
