Hard to tell from those pics (kinda blurry) but it looks like it may just be eating something. When they catch something the tentacles will curl in and it wraps itself up towards the mouth to bring the food to the mouth. Only the tentacles that touch the food would curl up and appear to shrink.

How long has it been like that?

Being brown and sticky is normal. The stickyness is what helps them catch food in the water column... the normal color for them is brown or tan, and sometimes they have purple tips on the tentacles. When they start turning white... it could be a sign of a problem.
