Its really hard to say what the problem is without a full description of your system and photos. It could be a number of things like pests or disease. However after reading the thread I am led to believe you weren't dosing or testing your water.

Its really hard to say what causes HLLE it could be poor water, stray voltage or poor diet. My thoughts on reading this thread is the fish has been in medicated water for a long time. Whats type of filtration is on the DT?
If the water is fine and you have no stray voltage then start feeding...
Sounds like your fish is stressed. Keep an eye on the fish it could ich from the stress. I'm no expert on CBS but are they cleaners? If so this could be the reason for its behavior.
Keep testing until your amonia and nitrates are undetectable. However with the amount of live rock you have, you may not have any issued but is it worth the risk. I would wait another week or two.

Sorry to hear that. Mandarin can be difficult to acclimate and typically eat pods. If you try another I would suggest buying some pods since it sounds like there weren't enough to sustain its life.
I printed a picture of a clownfish hosting an anemone and taped it to my tank. My maroon clownfish got a little spooked at first but after about a week she figured it out and is happily hosting my RBTA.
